Well, the rules do say judges SHALL assign appropriate judgements.
IIRC, I proposed changing that to SHOULD to decriminalize judging, and
the proposal went down in flames.
But the CFJ isn't over *appropriate* judgements, it's over assigning
a judgement at all.
