This is where we fundamentally disagree.  Since dependent actions were
foolishly made a subclass of agoran decision, the reporting burden has
been ridiculously high and prone to error... this for something that used
to work quite smoothly for "quick" actions and wasn't broken in any way
(at least, it worked smoothly for years).
