Rule 1504 says that the announcement must "clearly specify" those three items. You've shown that all three were identified in some form in the message, but you haven't gone into whether they were clearly specified. I think it wasn't clear. When I examined the message to process it as a call for judgement, it appeared to me that the rule wasn't identified at all. -zefram
