I'm not sure increasing quorum is the appropriate measure. I think Rule 2168
would just double the voting period.
When an emergency session begins, all non-Senators' postures
become supine, and non-Senators may not flip their posture
while the session lasts.

I was trying to come up with a proto around voting limits, so adding another
type of chamber to a proposal (Ordinary, Democratic, Senate).
Then, similar to rule 2142 allow a proposal's chamber to be flipped to Senate.
Then, changing voting limits so that senators had a voting limit of one on
senate proposals, while everyone else had a limit of zero.
But I think this might be getting too complex.
