It's doubtful that this would have the effect that you intend. We've had this debate before; I'll just point back to the first instance, proposal 861, which claimed to be a foreign policy directive but also attempted to institute point awards (which was ultra vires for an FPD). On that occasion it was ruled that the entire proposal text actually constituted a rule being created by the proposal (for it was adopted). We don't hold with such implicature these days, so you'd better create a rule explicitly. -zefram
