None whatsoever. I agree with 3) as well.
I think I prefer the R955-only version, if it can be worded
manageably. I suggest the following:
(2) If the strength of SUPPORT is less than the
support index (if any), or if the strength of
SUPPORT is equal to the support index (if
any) and the vote collector is not an active
first-class player, then the outcome is
REJECTED.
