That wording is more concise, and perhaps in this case the same sentence, 
with CAN and SHALL lowercased, is the best way to express the statement.  
My proposal is, as far as I can see, compatible with MMI, except text that 
would require something impossible (which does not exist, I think).  
However, it does not require tedious definition or capital letters, and 
avoids "CAN and SHALL", which I do think are ugly right next to each other 
(if not as much as "CAN x, and SHALL do so").
