Your [] is wrong, making this look uglier than it really is. Is this
why you voted against it? There's an "as soon as possible" before the
end of the sentence. The full sentence is

such player, the Speaker) CAN assign an ID number to it by
announcement, and SHALL do so as soon as possible.
I think this is very clear regarding what is possible and what is
required. If I wanted to make exactly the same thing mandatory that
was permitted then I'd write "the toastmaster CAN and SHALL initiate a
toast as soon as possible", which I do not think is ugly.
