Never seen this rounding mode in the wild before.  Any particular reason
for it?  Is it just the 15->13.5->13 case?

I believe accountants(?) etc. use that rounding fairly often. It means that for X.5 numbers half of them get rounded up and half down. If all of them are rounded up the numbers tend to be higher than they should.
