You have a rule saying that Agora is allowed to change the rules, but that doesn't make it true. You not only have to define a procedure, but it has to be reasonably possible for Agora to deliberately initiate that procedure. If the method is secret, you're not in practice allowing Agora to change the rules. -zefram
