No.  You could call one: CFJing is not restricted to players.

Agora certainly has the potential to make any change to any part of
the ruleset of PHAPN.

"Sure you can change my rules, as long as you can guess the password!".
I don't think that's sufficiently cooperative.  You have a rule saying
that Agora is allowed to change the rules, but that doesn't make it true.
You not only have to define a procedure, but it has to be reasonably
possible for Agora to deliberately initiate that procedure.  If the method
is secret, you're not in practice allowing Agora to change the rules.

If I can have a little bit of time I would like to submit some linked CFJs on a related theme. Other ideas include:

1) Time: Allowing Agora unrestricted access to change the rules but any rule changes by Agora take 1000 years to be implemented. 2) Laws: Allowing Agora unrestricted access to the "Ruleset" but not the "Laws" of the nomic. 3) Method1: Agora has unrestricted access but the method to change the rules does not meet the definitions in R2147. 4) Method2: Agora has unrestricted access and the method to change the rules meets exactly the definitions of R2147.

What does unrestricted mean?

1) There is a restriction in Time.
2) There is a restriction to part of the "super-ruleset" (containing Laws and ruleset). 3) There is a restriction on method, Agora can not change the rules with Agora's current ruleset. 4) There is also a restriction on method. Agora can only change the rules as specified with in Agora's rules.
