There's a subtle issue here that we've run into before. The default
AI is 1, and the default chamber for that AI is Ordinary. Thus the
default chamber for a proposal is Ordinary. When the proposer then
modifies the proposal's adoption index to 2 or 3, the proposal remains
Ordinary because that default has already been applied.
Actually, the wording "All other Proposals are Democratic" (as opposed
to, e.g., "All other Proposals are Democratic by default") probably
makes it work in this case, now that I've thought on it a bit longer.
It's not clear what the result would be if the proposer changed the AI
to 2 and then back to 1, though. There was a period when we only
allowed the proposer to *increase* the AI in order to deal with issues
like this.

Maybe it would be worthwhile adding in the qualifier that
ordinary/democratic is decided at distribution time (as the proposer
is only allowed to modify the adoption index before that time). i.e.,
A Proposal with an Adoption Index of less than 2 at the time
it is distributed by the Promoter is Ordinary.
All other Proposals are Democratic.
Not sure if 'by default' is needed on the end of the first sentence there.
Not sure if 'by the Promoter' is needed at all.
