Not trying to bash the idea, but fully time-based voting power has
been done before as well, in the form of VEs (Voting Entitlements).
Officers and judges received salaries in a base currency called Stems,
in addition to a minimum wage received by everyone.  Stems were used
to purchase units of more useful currencies, including VEs, at
auction.

With that system we ran into some of the same entrenchment issues that
we're seeing now, just not as quickly.  However, we had no reset
mechanism for VEs back then, which makes a huge difference.

The only real complaint I have about the idea is that I don't think it
would lead to interesting play -- just propose something small and
innocuous, collect the reward, wait a week, wash, rinse, repeat.
