This is true of any wage/salary system.  I perform a unique task taking
my time, being CotC.  I make a demand on the Promotor or Assessor's time,
by proposing proposals that e has to record.  It's relatively straigtforward
to separate services (for which one is paid) from demands (for which one
pays).  All that's left is figuring out the exchange rate, which is
the ideal role of a well-managed currency.
