It can be argued that one human mind isn’t a general intelligence, it must be connected to others via information transfer. A network of human minds though could be considered generally intelligent. Would the goal then lie in collecting intelligence or manipulating intelligence… tapping direct into the communication channels would help explain. Unless or until they are encrypted making the challenge much more difficult.
