At the upper end of the WAIS of 165, the ratio is a little over 5 to 1 and that's not taking into account population. If you're looking at all Europeans rather than just Americans the population ratio isn't all that different, but what you have to keep in mind is that it has been illegal to use IQ tests for civil service exams in the US since the mid 1970s. Moreover, the Ivy League has been vigorously discriminating against European men, other than Jews, for admission since then. While Jews have an even greater IQ advantage as a subpopulation among Europeans, their numbers as a percent of population are far smaller and the IQ advantage (115 vs 106) is more in the verbal range. If you want to run down the numbers here's the general formula: %e^((0.5*(x-%mu_e)^2)/%sigma^2-(0.5*(x-%mu_c)^2)/%sigma^2) %sigma is around 15 Bottom line, there is every reason to believe the CIA has been a no-op ever since its inception.
