So end verdict: 1) If the cop knew he'd go to jail and pay a million like the other cop did, then why would he shoot? He did it in self defense.
2) We can see why both got into this mess. They both have no underlying horrible mindset, just (both) need a little correction. Cops do need to be brutal and the fast pace action is not thinking-friendly, but also cops need to be more friendly understanding and decide even better, some more than others. So I'd say the cops/ this cop should be trained better so on average *less mostly innocent mindset civilians are killed. I wouldn't lock him away for this though.
