You can’t necessarily determine what a govt agency does just by looking at the
title. Like people are surprised to learn that the Dept of Energy administers
the nuclear weapons program, being the successor to the NRC which grew out of
the Manhattan Project. There was a reorg during the Carter administration, I
think it might have been related to the Arab oil embargo, and energy
conservation was considered a national security issue.
