Then that is by design as disctated by the legislature.

These days it seems all the legislature wants to do is complain, shout, call names, and campaign for $$$.

Personally, with the advent of modern communications, there are a lot of things that might be better off with a more centralized approach. Or we can continue kicking the can down the road and complaining.

We must like having the country going in 50 * 50 different directions. I think the concept of "states rights" has outlived its utility.
