As a father to a JR High Science Teacher, from what I hear from her, the
mandates from Washington are a fairly minor annoyance for local schools.
Just busywork and red tape. Nothing that really helps the kids. She
cannot identify a single good/productive thing that comes from the feds.
She just wants more pay and that is all driven by the state.

Dept of Education doesn't do what many people assume. Also, Carter didn't
actually create it, he elevated it from a bureau in various agencies to
cabinet level.
