I've been using ChatGPT for all kinds of "write this letter" or write a "multi page document describing something". It's a good ToC with a few good sentences/paragraphs. It does so much heavy lifting.
The article suggests someone is doing the same, but for their job application. Why write a story describing yourself when a bot will do it for you?
