Having been involved in some of these grant programs I do have some misgivings. It's not about waste or corruption, I think they actually have good safety measures in place to prevent that stuff, but the business case. With wireless you're always fighting congestion. Often can't increase bandwidth (hz) because there isn't any additional bandwidth to use. To increase capacity (bps) you end up needing to build a new network with newer, better equipment. And IMO you'll be looking for that upgrade in 5 years or so. So if you needed a grant to afford the capital cost of a network, then how are you going to afford the upgrade when you need to rebuild it in 5-10 years? Another grant? If you could have afforded it based on the revenue then you could have gotten the money from a bank.
So IMO, if you're getting a grant, build fiber. You build the infrastructure once, and 2.5Gbps GPON ONT from 10 years ago is still useful today even if it's not as impressive as the 25Gbps stuff we're starting to see on the market.
