when i looked into it for a tower we are on that had a nest, non osprey, It is no climb/no work until there is a DNR blessing, and all work had to be performed in the presence of a DNR rep. if the birds were in a threat environment, they would relocate them. Seemed like everything was completely doable but it all had to be done with blessing and oversight of DNR, we lucked out tand the discovered nest was dead.
