What is "true fuel"? Do you use it like stabilizer or is it a cleaner?

That way, we run the carb "dry", which reduces the chances of gumming up the jet(s). That's what my dad taught me to do years ago but both of my techs are saying you don't want to do that. I forget why, but it was suggested to me that I shut the fuel off and when the carb was empty turn the engine switch off.
