There are lots of arguments to be made for and against the SaaS model, but
I guess it depends on what you are really looking to do. If you just want
billing, and not automation of shutoffs, automated notifications of late or
pending payments due, automated provisioning,  customer portal, etc, then
probably any pure "billing system" will do the trick. If you think about
how much an employee or multiple employees cost to perform all these tasks,
then software is probably cheaper. No healthcare, no payroll taxes,
vacations, sick days, family drama, and all that other stuff, plus you can
write it off as an expense. If you roll your own, you get to decide what it
does, but that one time cost will be high.
