So do I understand correctly they are sending you DMCA complaints and you are sending them bills for researching the supposedly infringing customer and they don't pay but they send more complaints?
This seems like Tom Hanks having a "conversation" with "Wilson" in the movie Castaway. Did you actually expect them to pay? If we receive a notice of claimed infringement, we try to make a judgement whether it is legit or bogus, and either throw it away or contact the customer accordingly.
