They show they have a delay and make mention they are "Special Purpose Not for General use" Anyone familiar with these? They have the normal on/off switch of a normal breaker. But I discovered that even in the off position current is being passed. I find it hard to belive I have six bad units that have been purchased from multiple places over the past years. Are they designed this way? Is so, what is their purpose?
