Was working on the -48vdc power plant the last few days due to battery
issues. Noticed that what I though was a breaker, may not be a
breaker.

I have a total of 6 of these LELK1-1REC4-34171 in the system. They
show they have a delay and make mention they are "Special Purpose Not
for General use"

Anyone familiar with these? They have the normal on/off switch of a
normal breaker. But I discovered that even in the off position current
is being passed. I find it hard to belive I have six bad units that
have been purchased from multiple places over the past years. Are
they designed this way? Is so, what is their purpose? Seems like a
bit of a safety risk.
