Hi all, I think I solved the issue I had.
Basically, I was logged in with multiple Google accounts. Everytime I tried the URL you gave me, it took me to https://ads.google.com/aw/campaigns/new/express instead, which of course would not work. To solve my issue, I used the incognito mode, went on the link, then signed in to a Google Account without an ad account.
