In AdWords API, it is correct that you will need to use a separate Google account for your test manager account according to this document. As for the Google Ads API document for creating test account, it allows you to create a test account using an existing Google account which has access to existing Google Ads account. You just need to click the first link of this guide and after redirected to the another UI, then click the NEW GOOGLE ADS ACCOUNT option. This is because this link is exclusively use for creating test manager account. However, since the document is not aligned to the actual UI of creating test account, then allow me to raise it to our team.
