Hi Todd, Thank you for reaching out. The Google Ads API does not support the YouTube video uploading due to the single responsibility rule that each API/Service only focuses on one major responsibility. As the uploading could be achieved by YouTube Data API thus the integration is not necessary to be added to the Google Ads API. The restrictions would still apply even if the uploading feature is integrated to the Google Ads API as the bottlenecks are coming from the YouTube Data API.
