Just to follow up with the group on this. Del was correct (as usual). The somewhat vague rc=400 return code:
ACN5705W An error was encountered with Tivoli Storage Manager API initialization, rc = 400. Examine the dsierror.log for more information or determine if the TSM API is installed properly. ... pointed to a bad entry in the TDPs dsm.opt file. In this case it was an old "Largecombuffers no" option that we have on the previous TDP for exchange backups. The most expedient way for you to get this resolved is to open a PMR with IBM support. They can gather a Data Protection for Exchange and TSM API trace and find out what is going wrong pretty quickly.
