I noticed that too. But isn't entering tapes in empty slots a bit dangerous? If tsm has loaded a tape from say slot 100 in a drive and you put a new tape in slot 100 what will happen if tsm wants to return the tape from the drive to its original slot? I'm using a script to checkin tapes one by one from the ioslots (3584) explicitely specifying the volumelabel. TSM then requests me to put the tape in the upper slot for every tape.
