Thanks for the suggestion. My OS person with the problem just emailed with "*Found solution - the files "msvcr110.dll" and "msvcr110.dll" are missing from C:\windows\system32. Copying the files to the system32 directory fixed the problem. **By attempting to launch the TSM Backup BUI and command line led to further error messages that pointed to the files missing. *"
