It is, and it is not.  What we (APWG) do has effects, and the guidelines
we give are usually considered by the members when doing charging scheme.

So we need to be careful with the incentives we signal.

(I have not yet digested the policy proposal completely - it's quite a bit
of changes at the same time, some of them possibly having side effects as
Tore pointed out)
