Everyone is free to submit any proposal, following the PDP.
2019-02 is not about adjustements to the past. It's mainly about
clarifying rules for the upcoming "waiting list age".
If a proposal to move from /22 to /19 is accepted, the "waiting list age"
will arrive a lot sooner... :-)
Why many years ago new LIRs get /19 for free, but today we need to reduce new
members?
It wasn't "for free". Existing (and new LIRs) received allocations based
on needs they were able to demonstrate. That was the current policy,
before Sept/2012.
Let check how many IPv4 not announce by BGP
Allocations (present, past or future) don't depend on the criteria of
global routing visibility. Company X and company Z might want to
communicate over a private channel without using private addressing space.
The keyword here is "uniqueness".

I've asked that question myself. The answer from knowledgeable people
didn't really change anything :-)

A new RIPE Policy proposal, 2019-02, "Reducing IPv4 Allocations to a /24"
is now available for discussion.
This proposal aims to reduce the IPv4 allocation size to a /24 once the
RIPE NCC is unable to allocate contiguous /22 ranges.

As per the RIPE Policy Development Process (PDP), the purpose of this
four week Discussion Phase is to discuss the proposal and provide
feedback to the proposer.
At the end of the Discussion Phase, the proposer, with the agreement of
