1.5A for a PS/2 mouse? No way. A PS/2 port will only supply 250mA or so at 5V.

The older USB specs said that a USB port ought to be able to provide
500 mA at 5V. I'd be shocked if that couldn't drive a PS/2 mouse with
an adapter, or if a Raspberry Pi couldn't provide it.

Another option is a USB 3 button mouse. I use an Evoluent Vertical
Mouse with Plan 9 and it works just fine.
