The trouble here isn't so much Windows as failure to realise that a compressed image isn't what one needs to write to the CD. I don't know what tools are available on Windows to uncompress .bz2 files. Once that hurdle is overcome, I have little doubt that wrting to CD (or to a USB drive) will be straightforward even for a Windows user.
