I can't get a chmod to succeed in that situation.  This particular file
doesn't have a custom ACL, but that doesn't seem to matter.

# touch foo
# chmod 644 foo
chmod: WARNING: can't change foo
# ls -l foo
-rwxrwxrwx   1 root     other          0 Mar  2 12:36 foo
