OpenStack release: 2024.2
OVN version: 24.09.0
Deployed with: Kolla-Ansible (containerized)
Linux distro: Ubuntu

Summary:
After a clean deployment (with and without BGP), all Neutron router ports 
remain in DOWN state and are not reachable. The OVN controller does not claim 
router ports, even though all configuration appears correct.

Details & Troubleshooting Steps:
Both gateway nodes are present in OVN Southbound DB:
hostname            : venn-nj-hci-003
name                : venn-nj-hci-003
hostname            : venn-nj-hci-004
name                : venn-nj-hci-004

system-id in OVS matches chassis name:
system-id=venn-nj-hci-003

- ovn-cms-options=enable-chassis-as-gw is set in OVS external_ids.
- OVN controller is running and has a control socket (ovn-controller.7.ctl).
- No errors in OVN controller logs; controller claims VM and DHCP ports, but 
never claims router ports.
- Neutron logs show:
- No hosting information found for port ...
- All router ports remain DOWN and are not reachable from DHCP namespaces.
- All other network functions (DHCP, VM ports) work as expected.

What was attempted:
- Full redeploy with and without BGP
- Manual OVN port status and chassis assignment
- Confirmed all bridge mappings and external_ids
- Restarted all relevant containers/services
- Attempted to introspect controller status (no chassis-show command available)
- Verified all config and DB state as per Neutron OVN ML2 driver expectations

Expected:
Router ports should be claimed by the gateway chassis and show as UP/ACTIVE in 
Neutron, allowing connectivity.

Actual:
Router ports remain DOWN and unclaimed, with no functional L3 connectivity.

Request:
Guidance on further debugging steps, or
Confirmation if this is a known regression/bug in OVN 24.09.0 or its 
integration with OpenStack
