With using OVN, there are no network type availability zones.
$ openstack availability zone list --network --long

This leads to no "Availability Zone Hints" options when creating network
on Horizon, because Horizon shows network type availability zones.
I think there should be network type availability zones.
I'm using stable/2024.1.
