Title:
Unable to use unified limits on private cloud with restricted access
  to public interface.

Status in OpenStack Compute (nova):
  New
Status in oslo.limit:
  Fix Released

Bug description:
  In our deployment,

  - All cloud hosts have access to internal interface over dedicated internal
network
  - Only limited list of clients have access to public interface over
restricted network

We are trying to enable unified limits i nova, but oslo.limit always
tries connecting to identity service over public interface.

We checked all possible options, and discovered it is not supported in
  oslo.limit.
