Openstack Zed Horizon cannot redirect when use OpenID

Bug description:
What happened:
Horizon error 404 when sign in use openID.
Not Found
The requested URL was not found on the server. If you entered the URL
manually please check your spelling and try again.
What you expected to happen:
Horizon shoud redirect to openID login page
How to reproduce it:
Configure keystone log in use openID
**Environment**:
Openstack Zed with Kolla-Ansible.
*** I tested with Xena and Yoga then it is ok.
