Bug description:
This is a regression issue of https://review.openstack.org/#/c/332670/
In this patch, cinder's force delete backup API is called. But
unfortunately, cinder's ceph backend doesn't support force delete, see
https://bugs.launchpad.net/cinder/+bug/1595464
As a result, glance gate is always failing, see
