Spawn IPv6 metadata proxy only when required
Change Ib332c357bc1c330cd7c2645b9fbbf5bdbdeb899f [1] stopped configuring
METADATA_V6_CIDR when IPv6 is not required, but Neutron still tries to
spawn a metadata proxy binding to this IPv6 address when the IPv6 stack
is enabled, leading to DHCP agent failures (noticed in Kolla CI).
