Since Caracal, Ironic supports system scope, see:

I'm just wondering if it makes sense to set:

SYSTEM_SCOPE_SERVICES = ['ironic']

by default. I think this would be a better out of the box experience for
users of the ironic-ui. If so, could you add this at the ironic-ui
plugin level?
