[fullstack] Re-implement ``wait_until_true`` with eventlet
The method ``wait_until_true`` is re-implemented again using the
eventlet module for fullstack tests, only until the eventlet
deprecation is finished for the fullstack framework.

In general, any failed execution of the job "neutron-fullstack" has an
error in this method.
