Currently only uWSGI loading method is available. With api_workers == 0,
the API does not spawn any worker and doesn't work. This is a valid
configuration (maybe that should change) but useless.
I'm closing this bug because is no longer valid.

the AFTER_INIT callback is not invoked when a user configures api_workers 0.
This breaks plugins/applications that expect the AFTER_INIT to be called
