Issue
=====
Create server with serial console enabled, we can see console log.
However, if we resize the server, console log is empty.
Steps to reproduce
==================
1. Install devstack with serial console enabled
2. Create server (boot from volume)
3. resize server
4. resize confirm server
5. check console log
Expected behavior
=================
Can see console log.
Actual behavior
===============
If we see in horizon, console log is 'Unable to get log for instance
<server_id>'.
'openstack console log show' returns 'ResourceNotFound: 404'
Used several images(used Alma 9.4, Ubuntu 22.04, cirros 0.5.2 image) and
all of them gave me error.
Environment
===========
Env was Ubuntu 22.04.5 LTS, openstack version is caracal, in devstack.
