Check existence of GW port before trying to delete it
In ``_delete_extra_gw_port``, that is called when a router has multiple
gateway ports, fast exit if the gateway port does not exist.

Bug description:
NOTE: this error happened when executing several tempest test on top
of [1]. We cannot discard this patch is the culprit of this error.
